International Conference Held at the Faculty of Law

On March 31, 2026, the Senate Hall of Khoja Akhmet Yassawi International Kazakh-Turkish University hosted an international scientific conference titled "Issues of Legal Regulation of Social Relations in the Context of Artificial Intelligence Development."

The event brought together domestic and foreign scholars, university professors, and industry experts to discuss the role of Artificial Intelligence (AI) in society and the pressing issues regarding its legal regulation.

The conference was moderated by Aliya Orynbasarkyzy Kassymbek, Dean of the Faculty of Law. In accordance with the event's regulations, participants were allotted 10 minutes for their presentations.

It is worth noting that Zhandos Gabitovich Ibrayev, Deputy Dean of the Faculty of Law, and Alisher Saparbekovich Persheev, Head of the Department of Constitutional and Civil Law, took an active role in organizing this international event.

The following reports were presented during the conference:

 PhD Abdelrahman Q. S. Yaeesh (Republic of Türkiye, Kocaeli University, Institute of Social Sciences) delivered a report titled "Legal Boundaries of Blockchain Records: Technical Security or Justice?", highlighting the legal aspects of blockchain technology.
 Matluba Rustamovna Mirzaabdullaeva, Candidate of Legal Sciences and Associate Professor (Tashkent State University of Law), presented on "Artificial Intelligence in Environmental Protection: Modern Approaches and the Experience of the Republic of Uzbekistan." She conducted a legal analysis demonstrating the immense potential of AI integration.
 Gulmira Muratkhanovna Dairabaeva, a notary from the city of Turkistan, spoke on "Artificial Intelligence in the Notary of Kazakhstan," emphasizing the specifics of digital technology integration into legal services.
 PhD Urmanbek Sarmanovich Tagmanov (International University of Tourism and Hospitality) presented "Generative Artificial Intelligence Applications in the Tourism Industry: Opportunities and Risks," analyzing the digital transformation of the sector.
 Prof. Dr. Harun Kırılmaz (Akhmet Yassawi University, Department of Public Administration; Sakarya University, Department of Health Management) presented a report titled "Transformation of Public Administration in the Context of AI Development and the Need for Legal Regulation: An Analysis from the Perspective of the Regulatory State."
 Altynbek Serikuly Sansyzbaev (Uzbekali Zhanibekov South Kazakhstan Pedagogical University, Acting Head of the Research Office) addressed issues of cybercrime and highlighted current challenges in the field of digital security.
 Professor Dr. Zeliha Selamoğlu discussed the rapid development of AI, noting that scientific research—which previously required extensive time—can now be conducted in a short period, significantly expanding the possibilities within the scientific field.

At the conclusion of the conference, participants emphasized that the legal regulation of Artificial Intelligence is one of the most critical areas today and highlighted the particular importance of international experience exchange.
