The General Secretariat consists of the Secretary General, Deputy Secretaries General and affiliated units. The Secretary General is the highest authority in the University administrative structure and is responsible to the Rector for the work, supervision and control of this structure. The General Secretary is a rapporteur member of the University Senate and Board of Directors without voting rights.
In addition to his duties related to the administrative structure, the Secretary General also performs the following duties through himself and his affiliated units:
- Serving as Rapporteur in the University Senate and Board of Directors; To carry out the necessary work to determine the agenda and to ensure that the decisions taken are written down, protected, forwarded to the relevant units and stored.
- To ensure that the units within the University Administrative Organization work in an orderly, efficient and coordinated manner,
- To ensure that the personnel working at the university provide their services in accordance with their understanding of duty and responsibility,
- To provide in-service training to ensure that staff can adapt to the changes in the education sector and to raise the service standards provided.
The Secretary General is the highest authority of the administrative structure of the University and is responsible to the Rector for the work, supervision and control of this structure. In addition, the Secretary General is a non-voting rapporteur member of the University Senate and the Board of Directors.
In addition to his/her administrative duties, the Secretary General also fulfills the following duties through himself/herself and his/her subordinate units:
- To ensure that the units in the Administrative Organization of the University work in an orderly, efficient and coordinated manner,
- To ensure that all personnel working at the university serve with a sense of duty and responsibility,
- To ensure that all staff are trained in-service to ensure that they can adapt to the changes in the education sector and to raise the standards of service provided,
- To act as a Rapporteur in the University Senate and the Board of Directors; to carry out the necessary work to set the agenda and to ensure that the decisions taken are written, protected, forwarded to the relevant units and stored,
- To implement, monitor and finalize the decisions of the University Senate and the Board of Directors,
- To make a proposal to the Rector about the assignments to be made in the administrative structure of the University,
- To hold periodic meetings with the managers of its affiliated units and exchange views,
- To perform the duties assigned by the Board of Directors, the Senate and the Rector within the framework of laws, statutes and regulations,
- To assist the Rectorate in official hospitality affairs such as protocol, visits and ceremonies,
To announce announcements, posters and articles received from various institutions, in-house and via e-mail and to make correspondence, - To ensure that incoming and outgoing documents are followed, protected and stored,
- To carry out the procedures for the establishment of an Application and Research Center,
- To carry out the procedures for assigning correspondence codes to newly established units,
- To monitor the implementation of the policies related to the execution of the activities under its management in line with the goals, objectives, strategies and principles determined by the Senior Management and the relevant legislation and to make explanations to its personnel in this regard,
- To determine the necessary tools, equipment, materials, etc. used in the realization of the activities of the unit and to carry out the necessary work for their supply,
- To ensure that the laws, regulations, by-laws, regulations, circulars, decrees and other legislation are kept in the unit and implemented by everyone,
- As the spending authority for budget expenditures;
- Utilization of appropriations in place and on time,
- Expenditure instructions are in compliance with budget principles and principles, laws, by-laws and regulations and other legislation,
- Effective, economic and efficient use of appropriations,
- Ensuring that the expenditure meets the actual need, and that the programmed services are provided on time,
- It is responsible for the provision of goods or services of appropriate quality for the purpose.
