WORKSHOP ENTITLED “FROM THE HERITAGE OF THE GREAT STEPPE TO THE PRINCIPLES OF MODERN STATEHOOD” HELD

As part of the “Philosophy of the Great Steppe and Legal Culture” symposium, a workshop titled “From the Heritage of the Great Steppe to the Principles of Modern Statehood” was held.

At this notable gathering, representatives of the judiciary, prosecution, and security agencies discussed the foundations of modern statehood.

Opening the meeting, Rector Zhanar Temirbekova expressed her gratitude to the organizers of the symposium, the scholars and guests who came from abroad, as well as the students from the Law Faculties of various universities who attended the event.

Chairman of the Turkistan Regional Court Aidos Sultanov noted:

“This event being held on the eve of Human Rights Day itself adds ideological and value-based significance to it. The principles of wisdom, justice, responsibility, and reconciliation, formed over centuries in the philosophy of the Great Steppe, fully align with the current development direction of the judicial system. By linking these values with new institutions, digital technologies, and legal standards, we are enhancing the efficiency and transparency of justice, as well as the protection of citizens’ rights. I am confident that the work of this international symposium will expand scientific and professional cooperation in this sphere and give further momentum to the development of the judicial system.”

Next, Turkistan Regional Prosecutor Murat Tleuberdiev stated: “We extend our deep appreciation to those who organized such an important meeting here in Turkistan, bringing together leading experts in law, history, religion, and linguistics. Such large-scale dialogue platforms, which explore the historical roots and cultural identity of our people, are of great importance for national interests.”

He also presented Rector Zhanar Temirbekova with a special Letter of Appreciation from the Prosecutor General of Kazakhstan, Berik Assylov, for her significant contribution to the organization of the First International Forum attended by prosecutors from member states of the Organization of Turkic States.

Representatives of the security sector also spoke at the meeting. Bolat Kalmyrzayev, Major General and Head of the Turkistan Regional Department of the National Security Committee, and Yerbolat Balgabayev, Head of the Regional Department for Economic Investigations, raised key issues within their respective fields. Other speakers discussed legal security and emerging threats.

Participants reflected on the historical roots of constitutional values, the evolution of criminal legislation, and current issues of regional legal security. The discussions revealed the professional continuity between legal reforms and the philosophy of steppe law.

Following the meeting, participants attended a performance of the plastic theatre production of Abai’s “Book of Words (Kara Sozder)” at the Turkistan Musical Drama Theatre.

It is worth noting that the Plenary Session of the symposium will take place tomorrow.
