    LEGAL LITERACY AS THE FOUNDATION FOR THE PREVENTION OF OFFENCES

    Today, our University hosted a meeting within the framework of the “Law and Order” concept on the topic: “Mechanisms for Preventing Unlawful Behavior among Youth and Issues of Legal Responsibility.”


    The moderator of the meeting, Vice-Rector for Social and Cultural Development Yedil Tolegenov, emphasized the significance of the event and noted:
    “At present, fraud has become a widespread phenomenon in everyday life. Therefore, this issue must remain in the focus of every young person.
    At the V National Kurultai held in Kyzylorda, the Head of State, Kassym-Jomart Tokayev, particularly stressed the importance of young people receiving quality education, finding their place in society, and demonstrating responsibility for the country’s future. Achieving success in society requires a commitment to both knowledge and national values. Respect for the law and adherence to order are fundamental responsibilities of every young citizen.”
    Police Major Bakdaulet Sakhov stated:


    “Students often encounter risks such as fraudulent job offers, deception on online trading platforms, and financial schemes carried out through social networks. It is essential to strengthen preventive measures within the university environment as well. Distrusting suspicious messages, safeguarding personal data, and promptly contacting the competent authorities when questionable situations arise are key principles of personal security.”


    During the meeting, participants extensively discussed state initiatives aimed at strengthening the rule of law, protecting citizens’ rights, and intensifying efforts to combat internet fraud. Particular attention was given to enhancing digital security, preventing financial crimes, and improving mechanisms for countering cybercrime at the national level.


    These priorities reflect the systemic modernization carried out within the framework of the constitutional reforms initiated by the President and embody the broader vision of building a “New Kazakhstan.”


    Furthermore, Laura Nurbossynkyzy, an investigative officer of the Economic Investigation Department of the Turkistan Region, noted:
    “Deepfake technologies and various forms of internet fraud are becoming increasingly prevalent. Fabricated video and audio materials generated through artificial intelligence can mislead citizens and result in financial losses. Therefore, protecting personal data, avoiding suspicious links, and verifying the authenticity of information are critically important.”


    Additionally, Gulziya Karsybay, Senior Operative Officer for Particularly Important Cases of the Economic Investigation Department of the Turkistan Region, addressed issues related to financial offences. She provided a detailed overview of online fraud schemes, preventive measures, and recommended actions in the event of becoming a victim of fraud.


    The meeting was aimed at enhancing the legal literacy of young people, raising awareness of digital risks, and fostering respect for legal norms.
