    ROUND TABLE ENTITLED “THE NEW CONSTITUTION: THE LEGAL FOUNDATION OF A JUST KAZAKHSTAN” WAS HELD

    A round table on “The New Constitution: The Legal Foundation of a Just Kazakhstan” was held at our University. The event was organized in honor of March 15 – the National Referendum Day.

    The distinguished gathering was attended by Sayan Keldibekov, First Deputy Prosecutor of Turkestan Region; Aidos Sultanov, Chairman of the Turkestan Regional Court; Bolat Kalmurzayev, Head of the National Security Committee Department for Turkestan Region; Arystangani Zapparov, Head of the Police Department of Turkestan Region; Yerbolat Balgabayev, Head of the Economic Investigation Department for Turkestan Region; Bekarys Shoibekov, Deputy of the Turkestan Regional Maslikhat; and other officials.

    Guests first viewed the creative exhibition “The Precious Heritage Left by Mother”. The exhibition highlighted the value of preserving historical and cultural heritage and supporting national culture, as reflected in the preamble of the New Constitution. The preamble recognizes our historical roots as a national value, establishes fundamental principles for the present, and sets guidelines for the future.

    Notably, the updated preamble emphasizes for the first time that human rights and freedoms are the state’s primary value and priority. This defines the core of state policy aimed at protecting citizens’ rights and lawful interests. This context underscored the importance of today’s round table at our University.

    The round table was moderated by the University Rector, Zhanar Temirbekova. In her opening remarks, the Rector stated:

    “Dear participants, today we will discuss Constitutional reform. As you know, by the decree of President Kassym-Jomart Tokayev, March 15 is designated as National Referendum Day. The main purpose of this referendum is the amendment of our Fundamental Law, i.e., the New Constitution project.

    The constitutional status of the prosecution bodies lies in ensuring legality, protecting human rights, preventing violations, enhancing law enforcement capacity, equality before the law, and preventing offenses. The main focus of the Constitutional changes is the protection of human rights and freedoms.”

    Sayan Keldibekov, First Deputy Prosecutor of Turkestan Region, added:

    “Today we gather at one of the largest higher education institutions in sacred Turkestan. Prosecutor’s offices always monitor law enforcement. However, the law works not only on paper but also on mutual trust and understanding between the state and citizens. Our country is currently undergoing large-scale reforms. The New Constitution project is not merely a set of amendments; it is a significant step toward modernizing the state system.

    The main goal of these reforms is to protect the rights of every citizen and strengthen the accountability of authorities before the people. Stability and open dialogue are our core values. Dear youth, you are shaping the future of our country.”

    Aidos Yedigeuly, Chairman of the Turkestan Regional Court, spoke about new mechanisms for protecting citizens’ rights through the judiciary, guarantees of judicial independence, and the new status of the Constitutional Court.

    Bolat Kalmurzayev, Head of the National Security Committee Department for Turkestan Region and University alumnus, discussed state integrity, information security, countering religious extremism, and foreign threats, emphasizing the protection of constitutional structure and national sovereignty.

    Arystangani Zapparov, Head of the Police Department for Turkestan Region, highlighted:

    “First of all, dear Zhanar Amangeldykyzy, thank you for organizing this important event and providing youth with a platform for open discussion at a University with international status. The New Constitution project was officially published on February 11. This marks a historic and responsible stage aimed at modernizing the legal foundations of statehood. The project elevates human rights and freedoms as the highest value in reforming the political system. Principles of freedom, justice, law, and order now constitute the core principles of the Constitution.”

    Yerbolat Balgabayev, Head of the Economic Investigation Department for Turkestan Region, shared insights on eliminating monopolies, recovering stolen assets, and directing them toward social projects, providing a detailed analysis under the topic “Fair Economy: Combating Shadow Circulation and Ensuring Transparency.”

    Bekarys Shoibekov, University alumnus and Turkestan Regional Maslikhat Deputy, reflected on the significance of the Constitutional referendum, explaining the importance of historical laws and the Fundamental Law to young people.

    Aliya Kassymbek, Dean of the Faculty of Law, shared her thoughts on the preamble of the New Constitution, calling on the youth to actively participate in crucial decisions shaping the nation’s future, and expressed gratitude to the guests for providing valuable insights to students.

    At the conclusion of the round table, students had the opportunity to ask the honored guests questions and received comprehensive answers.
