A MEETING WAS HELD WITHIN THE FRAMEWORK OF THE “LAW AND ORDER” CONCEPT
Today, a meeting between law enforcement representatives and university students was held within the framework of the “Law and Order” concept.
The aim of the meeting was to promote legal culture, enhance citizens’ legal awareness, and increase public engagement in legal matters, thereby contributing to the formation of a lawful and just society.
During the event, the Vice-Rector for Social and Cultural Development, Yedil Tolegenov, delivered an address in which he noted:
“At the National Kurultai, the Head of State, Kassym-Jomart Kemelevich Tokayev, placed special emphasis on issues related to youth education and public order, clearly highlighting the importance of law and order in society.
One of the key topics discussed at today’s meeting is corruption—particularly the harmful impact of both giving and receiving bribes on society. Young people, you are the future qualified specialists and the driving force of our country. After graduation, you will work in various sectors, including state and public institutions. You will be laying the foundation for the nation’s future. Therefore, it is essential that you respect the law and adopt justice and responsibility as core life principles.”
Additionally, Yelnur Abdumavlanov, Chief Specialist of the Anti-Corruption Prevention Department of the Turkistan Region Department of the Agency for Civil Service Affairs, delivered a presentation on “Liability for Offering Illegal Rewards to Employees of Internal Affairs Bodies.” He emphasized that any form of illegal reward violates the legislation of the Republic of Kazakhstan and provided a detailed overview of the administrative and criminal liability stipulated for such actions.
As part of the meeting, a video was shown demonstrating the consequences of corruption and its negative impact on families and society.
Following this, the Head of the Internal Security Department of the Turkistan Region Police Department, Police Colonel Nurbol Myrzatayev, spoke on the topic “Discipline, Legality, and the State of Corruption among Police Officers.” He addressed issues related to service discipline and compliance with legal requirements, outlined ongoing anti-corruption efforts within internal affairs bodies, and emphasized the importance of professional ethics, zero tolerance for violations, and effective crime prevention mechanisms.
Furthermore, Police Colonel Maksat Askarov, Head of the Personnel Management Department, presented on “Recruitment of Candidates to Internal Affairs Bodies.” He noted that the recruitment process is conducted in an open and transparent manner, with candidates’ professional competence, moral integrity, ethical standards, and compliance with legal requirements serving as the main selection criteria. He also highlighted measures aimed at preventing corruption during the recruitment process and ensuring honesty and accountability.
An important part of the presentation focused on informing students about the requirements for candidates seeking employment in internal affairs bodies and the fundamental principles guiding their future professional careers.
Overall, the meeting provided an opportunity for law enforcement representatives to share their professional experience and contribute to enhancing students’ legal awareness. The event helped students gain a deeper understanding of the principles underpinning the national legal system, as well as the importance of professional ethics and strict adherence to the law.
