A MEETING ON CONSTITUTIONAL REFORM WAS HELD AT OUR UNIVERSITY
Representatives of the Maslikhat of Turkistan Region and the city met with students at our university to discuss constitutional reforms.
Among the guests were Turkistan Regional Maslikhat Deputy Yerkebulan Khandillayev, Turkistan City Maslikhat Deputy Bagdaulet Turmanov, Turkistan Regional Maslikhat Deputy Inara Namazbayeva, public activist and lawyer Marat Bektemirov, Deputy Chairperson of the Turkistan Regional Council of Veterans Bakytzhan Ramankulov, and Deputy Chairperson of the Kazakhstan People’s Party Temirkhan Turganbay.
The meeting aimed to provide students with a clear understanding of the amendments to the Constitution and to emphasize the importance of the upcoming national referendum. It also encouraged youth civic engagement and responsible participation in decisions affecting the country’s future.
Speaking at the event, Turkistan City Maslikhat Deputy Bagdaulet Turmanov said: “Dear students, we are pleased to see you here. As you know, March 15 has been designated as the date of the national referendum. Today, Maslikhat deputies, community leaders, and activists are here to conduct awareness and explanatory work on this topic.”
Turkistan Regional Maslikhat Deputy Inara Namazbayeva added: “As a nation, we are preparing for March 15. I would like to share some information about the constitutional amendments. First, special emphasis is placed on human rights and freedoms—every citizen should feel safe and be able to express their opinions freely. Second, the balance of power will be ensured, meaning government bodies will monitor each other and remain accountable to the people. Third, citizens’ participation in state affairs will increase. The new law emphasizes human capital—building a healthy and educated nation, strengthening national identity, and upholding the rule of law. These changes will guide our country’s future development.”
Yerkebulan Khandillaev, Deputy of the Turkistan Regional Maslikhat, noted: “Dear students, future leaders! We are here to explain the constitutional reform to city residents. Every country’s most important document is its Constitution. Several sections of our Constitution will change through the referendum. Around 130 people from different regions have discussed these changes. These are not ordinary people—they include intellectuals, deputies, and citizens engaging in dialogue with the public. This is a step toward the New Kazakhstan. We trust those connecting the government and the people. The main goal of the reform is to establish a Just Kazakhstan, improve governance, and ensure the rule of law. Therefore, we encourage everyone to participate in the March 15 referendum.”
Deputy Chairperson of the Turkistan Regional Council of Veterans Bakytzhan Ramankulov and Deputy Chairperson of the Kazakhstan People’s Party Temirkhan Turganbay also shared their thoughts, urging youth not to remain indifferent on this important day for the country’s future.
At the conclusion of the meeting, Vice-Rector for Social and Cultural Development Yedil Tolegenov expressed gratitude to the speakers for visiting the university and conducting the explanatory session.
