A PANEL SESSION ON “DIGITAL COMPETENCIES AND TRANSFORMATION IN THE FINANCIAL AND HUMAN RESOURCES MONITORING SYSTEM” WAS HELD
A panel session on “Digital Competencies and Transformation in the Financial and Human Resources Monitoring System” was held at our university. The event was organized within the framework of the forum “Financial Security in the Era of Digitalization and Artificial Intelligence,” currently taking place in our city.
The session was attended by the heads of the Departments of Economic Investigations for the Turkistan, Shymkent, Kyzylorda, and Zhambyl regions – Yerbolat Balgabayev, Bakyt Kaishybekov, Aslan Kenesuly, and Ruslan Kasimov.
The main objective of the panel session was to discuss the development of digital competencies in the financial and human resources monitoring system, educational transformation, dual education, cybersecurity, and the legal and institutional aspects of artificial intelligence.
The moderator of the session was Vice-Rector for Social and Cultural Development Yedil Tolegenov. In his remarks, he stated: “Today, digitalization and artificial intelligence technologies have fundamentally transformed not only the financial system but also human resources management, monitoring, and security sectors. In particular, the requirements for next-generation professionals in the financial monitoring system have significantly increased, making digital competencies, analytical thinking, and data literacy key factors.”
Yedil Tolegenov also emphasized that the university places special importance on training highly qualified specialists in the field of financial security by integrating scientific innovation with educational practice. He noted that the university’s academic programs, research initiatives, and international partnerships are aimed at preparing professionals capable of meeting the demands of digital transformation.
Daniyar Turganbayev, Head of the Human Resources Department of the Financial Monitoring Agency, highlighted the importance of the event and expressed gratitude to the participants. He also spoke about the department’s activities and strategic priorities.
During the session, Aigerim Parmenova, Head of the Human Capital Development Division of the Human Resources Department of the Financial Monitoring Agency, delivered a presentation on dual education.
Azamat Imanbayev, Dean of the IT School at the Kazakh-British Technical University, noted that students at his institution are actively engaged in diploma projects and research related to financial crime. He also shared his views on current challenges in digitalization and the role of artificial intelligence.
Ermakhan Shakhabayev, Head of the Department for the Organization of Methodological Work at our university, presented his perspective on key trends in the digital transformation of legal education in the Republic of Kazakhstan.
Akmaral Bukharbayeva, PhD, Head of the Office for Educational Program Coordination and Academic Planning at Korkyt Ata Kyzylorda University, provided insights into micro-credential programs and their recognition mechanisms. In addition, invited speakers from Shymkent, Taraz, and Almaty delivered presentations.
The panel session also addressed a range of topical issues, including cybercrime in the digital era and its emerging threats to financial security, as well as the legal implications of artificial intelligence, including generative models and civil law transformation.
