    INTERAGENCY MEMORANDUM ON THE IMPLEMENTATION OF THE AI-JAN DIGITAL PLATFORM SIGNED

    At our university, on the occasion of the opening ceremony of the AI STARTUP HUB innovation office, an interagency memorandum was signed to launch the AI-Jan digital platform developed by university specialists at the regional level.

    The document was adopted in order to implement the “Law and Order” principle of the Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, as well as to carry out priority tasks aimed at introducing digitalization and artificial intelligence technologies into socially significant sectors in the region.

    The signing ceremony of the memorandum was attended by the Prosecutor of the Turkistan Region, Murat Tleuberdiev; the Head of the Police Department of the Turkistan Region, Arystangani Zapparov; the Head of the Department of Economic Investigations of the Turkistan Region, Yerbolat Balgabayev; Deputy Head of the Department for the Committee on Legal Statistics and Special Records of the Prosecutor General’s Office of the Republic of Kazakhstan in the Turkistan Region, Ayan Akberdiev; the Head of the Education Department of the Turkistan Region, Ghalymzhan Orynov; and the Rector of the university, Zhanar Temirbekova.

    AI-Jan is a preventive digital platform designed to detect early signs of bullying, psychological pressure, social isolation, risks of delinquency, and potential suicidal threats in educational institutions. A key feature of the platform is the possibility of submitting completely anonymous reports, while potential risks are analyzed using artificial intelligence. This approach allows hidden risks to be identified at an early stage and enables timely preventive measures.

    The main purpose of the memorandum is to establish an interagency cooperation algorithm for the gradual implementation of the AI-Jan platform in schools and colleges across the Turkistan Region, as well as to define mechanisms for prompt response to risk signals and to systematize preventive work.

    Through artificial intelligence-based analysis, the project aims to identify risks at an early stage, anticipate hidden threats in advance, and coordinate interaction among responsible institutions in real time.

    The memorandum will help create a safer environment in educational institutions across the region, strengthen mechanisms for protecting children’s rights, and systematize efforts to prevent bullying and other forms of misconduct.

    In addition, within the framework of the event, an agreement was signed online with the ATARINO company, founded by Kazakhstani entrepreneur Ardak Kussainova, who has 13 years of experience and whose startup ecosystem is registered in Silicon Valley. The agreement focuses on cooperation aimed at bringing the university’s startup ecosystem to the international level.

    ATARINO is a company experienced in developing AI and technology startups, implementing acceleration programs, and supporting startups in entering international markets. Relying on a network of experts and mentors from Silicon Valley, the company accompanies projects through stages such as attracting investment and reaching pilot agreements.

    The purpose of this cooperation is to expand the university’s startup ecosystem to the international level, promote the exchange of experience, implement joint innovative projects, and support domestic startups in entering global markets.

    The agreements reached and initiatives adopted will contribute to strengthening the university’s scientific and innovative potential, creating a safer environment in educational institutions across the region, and ensuring the effective use of artificial intelligence technologies.
