“FORESIGHT SESSION HELD TO DEVELOP REGIONAL WORKFORCE NEEDS MAPS.”
A foresight session dedicated to developing the Regional Workforce Needs Map for the Turkestan Region was held at our university through the joint initiative of the higher education institution and the Turkestan Regional Department of Education. The event was organized in line with the Head of State’s directive to develop an “Atlas of New Professions and Skills” and within the framework of the “Year of Working Professions.”
The main objective of the session was to formulate a regional workforce needs map, enhance the professional training system, and strengthen cooperation between educational institutions and employers.
The session was moderated by Rector Zhanar Temirbekova, who noted in her opening remarks:
“Dear colleagues, we are pleased to welcome you to our university. As you know, today’s event marks another important milestone in a project that has been systematically implemented over several years. Within this framework, we deemed it appropriate to convene and organize a foresight session. Our primary focus is the training of high-quality specialists for the region. Our university, which has long been engaged in workforce development, consistently supports initiatives of the ministry, the ‘Amanat’ Party, and projects of the regional administration in this area.”
The event officially opened with a video address by the Minister of Science and Higher Education of the Republic of Kazakhstan, Sayassat Nurbek.
In his address, the Minister stated:
“I sincerely congratulate you on the launch of the foresight session dedicated to developing regional workforce needs maps and thank you for your participation in this important event. Establishing an effective system for training qualified professionals is one of the key priorities of state policy. In his address, President Kassym-Jomart Tokayev identified the development of human capital, modernization of the education system, and strengthening the practical orientation of vocational education as major objectives. In this regard, 2025 has been declared the ‘Year of Working Professions,’ underscoring the importance of workforce policy for the sustainable development of the national economy. Developing a regional workforce needs map is a strategic tool aimed at aligning the education system with labor market demands. Effective implementation requires systematic analysis, demand forecasting, and close cooperation among businesses, government bodies, and educational institutions. I am confident that today’s foresight session will be an important step in this direction.”
Deputy Chairperson of the Turkestan Regional Branch of the “Amanat” Party, Kalima Zhantoreyeva, also addressed the participants:
“Today, we have gathered to discuss an issue of great importance and public concern. I believe we will analyze and exchange views on which professions will remain in demand in Turkestan and which may disappear in the future. Our region has strong industrial, agricultural, and tourism potential. Workforce studies vary across regions, and it is essential to transition to a targeted personnel training system and implement dual education. Social support for specialists must also be strengthened to help them settle and remain in the region.”
Additionally, Galymzhan Orynov, Acting Head of the Turkestan Regional Department of Education, and Olzhas Sakenov, Head of the “My Profession – My Future” Office of the National Center for Higher Education Development, shared their perspectives and wished success to the foresight session.
The session focused on four key areas: agriculture, manufacturing, tourism, and education. Participants were divided into groups and engaged in in-depth discussions.
As a result of the meeting, the Regional Workforce Needs Map for the Turkestan Region was developed across these four priority areas.
