THE 9TH MEETING OF THE MINISTERS OF EDUCATION OF THE ORGANIZATION OF TURKIC STATES MEMBER COUNTRIES HELD IN TURKISTAN
Turkistan Hosts the 9th Meeting of the Ministers of Education of the Organization of Turkic States
Today, the city of Turkistan hosted the 9th Meeting of the Ministers of Education of the member states of the Organization of Turkic States (OTS). The event brought together heads of relevant government agencies, representatives of the OTS Secretariat, as well as delegations from member and observer states.
Opening the meeting, Sayassat Nurbek, Minister of Science and Higher Education of the Republic of Kazakhstan, emphasized the special significance of Turkistan as the spiritual and cultural center of the Turkic world and highlighted its unique role in strengthening cooperation among brotherly nations.
In his remarks, the Minister recalled that in May this year Turkistan hosted the Informal Summit of the Heads of State of the Organization of Turkic States under the theme “Artificial Intelligence and Digital Development.” Following the summit, artificial intelligence, digital transformation, and human capital development were identified as key priorities for long-term cooperation among Turkic countries.
“Today’s meeting is of strategic importance. Education is the foundation of our shared aspirations and a vital instrument for preparing a new generation capable of leading the Turkic world into the era of knowledge, innovation, and artificial intelligence while preserving our common values. I am confident that by strengthening cooperation in education and science, promoting academic mobility, advancing digital learning, and implementing joint scientific initiatives, we can create a unified educational space that will ensure the sustainable development and global competitiveness of our countries,” said Sayasat Nurbek.
The participants reaffirmed their commitment to further strengthening cooperation in education and science with the aim of creating a common educational space based on shared historical and cultural values, high academic standards, and the principles of sustainable development.
During the meeting, discussions focused on expanding academic cooperation, advancing digital learning, improving mechanisms for the mutual recognition of qualifications, strengthening partnerships among higher education institutions, and enhancing the quality of education and research across OTS member states.
Particular emphasis was placed on the implementation of the “Digital Turkic World” concept, which aims to promote digital integration, educational technologies, data exchange, and joint initiatives in the field of artificial intelligence. Participants stressed the importance of coordinating efforts to advance national digital transformation strategies and prepare a highly qualified workforce for the emerging digital economy.
Presentations were delivered by Shynar Akparova, Vice Minister of Education of the Republic of Kazakhstan; Kubanychbek Omuraliyev, Secretary General of the Organization of Turkic States; Emin Amrullayev, Minister of Science and Education of the Republic of Azerbaijan; Dogdurkul Kendirbayeva, Minister of Education of the Kyrgyz Republic; Durus Kozuyev, Deputy Minister of Science, Higher Education and Innovation of the Kyrgyz Republic; Yusuf Tekin, Minister of National Education of the Republic of Türkiye; Erol Özvar, President of the Council of Higher Education of Türkiye; Sardor Rajabov, First Deputy Minister of Higher Education, Science and Innovation of the Republic of Uzbekistan; as well as representatives of observer states.
At the conclusion of the meeting, participants signed the Communiqué of the 9th Meeting of the Ministers of Education of the Organization of Turkic States Member Countries. The document formalizes the agreements reached and outlines future steps for cooperation in education, science, academic mobility, digitalization, and human capital development.
In his closing remarks, the Minister expressed gratitude to all delegations for their constructive dialogue, active participation, and contributions to advancing cooperation in education and science across the Turkic world. He expressed confidence that the decisions adopted would further enhance the integration of the educational systems of OTS member states and contribute to the implementation of the Organization’s strategic objectives through 2040.
