The Local Committee on the Ethics of Scientific Research (the Committee) of the Khoja Akhmet Yassawi International Kazakh-Turkish University (IKTU) is an independent expert body that conducts bioethical review of documents and ensures the protection of the rights and safety of participants in biomedical research.

Functions and Activities of the Committee

Conducting bioethical review of submitted documents:
- at the stage of research planning,
- during the course of research,
- after the completion of research.
Monitoring compliance with the principles of humane treatment of laboratory animals in the course of experiments.
Considering issues related to ethical, moral, and legal norms.
Evaluating research materials and issuing conclusions.

Composition of the Committee

The Committee consists of:

Chairperson,
Deputy Chairperson,
Secretary,
Committee Members.

The term of office of the members is 3 years, with the possibility of reappointment.

By Order No. 197 of the Rector of the Khoja Akhmet Yassawi International Kazakh-Turkish University dated September 12, 2025, "On the Approval of the Composition of the Local Committee on the Ethics of Scientific Research," a new composition of the Local Committee on the Ethics of Scientific Research was approved.

Establishment and Certification

The Committee was established in 2022 by order of the Rector of IKTU and underwent official certification in accordance with the Good Clinical Practice (GCP) standards of the Republic of Kazakhstan, as well as international ethical requirements.

Regulatory Framework

In its activities, the Committee is guided by the following documents:

Constitution of the Republic of Kazakhstan;
Code of the Republic of Kazakhstan "On the Health of the People and the Healthcare System";
State Standards of the Republic of Kazakhstan: "Good Clinical Practice" and "Good Laboratory Practice";
Declaration of Helsinki of the World Medical Association;
WHO Guidelines for Ethical Committees Reviewing Biomedical Research;
European Convention for the Protection of Vertebrate Animals Used for Experimental and Other Scientific Purposes;
Regulatory legal acts of the Republic of Kazakhstan on clinical research;
International declarations and guiding documents on bioethics;
Regulation on the Local Committee on Bioethics.

Main Objective

Ensuring the ethical justification of scientific research, monitoring its conduct in compliance with human and animal rights, as well as upholding the principles of scientific integrity in accordance with international standards..

Main Tasks

Conducting independent review of research documentation.
Assessing compliance with human rights and ensuring safety at the stages of planning and conducting research.
Monitoring the compliance of biomedical research with international and national ethical standards.
