THE NEW CONSTITUTION – THE FOUNDATION FOR TRANSFORMING A RULE-OF-LAW STATE

At the university, an international scientific-practical conference titled “The New Constitution and the Transformation of the Rule-of-Law State: Kazakhstan’s New Institutional Direction” was held.

The event brought together domestic and international scholars, legal practitioners, young researchers, master’s and doctoral students, as well as undergraduate students.

The main objective of the conference was to broadly explain the essence and content of the new Constitution of the Republic of Kazakhstan, to strengthen the principles of the rule-of-law state in society, and to enhance citizens’ constitutional and legal culture. It also aimed to promote and support the importance of ongoing constitutional reforms within the country’s new institutional direction.

The conference was moderated by the Dean of the Faculty of Law, Aliya Kassymbek.

Opening the conference, Rector Zhanar Temirbekova stated: “Today’s conference topic is highly relevant and significant. In general, transformation is a law of life. At present, continuous change is necessary. Both individuals, society, and the state must evolve in order to correct past mistakes, adapt to the current environment, and pursue development. When change is implemented in a planned manner, it is called transformation.

I would like to express my gratitude to the staff of the Faculty of Law for organizing such an important event. I am confident that more such meaningful events will be held in the future.

We see our students as future professional lawyers who are well-informed about all social issues, capable of providing expert opinions on complex matters, highly educated, and able to contribute to institutional modernization. I wish success to the work of the conference!”

Next, Deputy Dean of the Faculty of Law and Head of the Department of Constitutional Law at Kocaeli University, PhD, Associate Professor Oğuzhan Bekir Keskin delivered a keynote speech titled “Institutionalization of the Ideal: Universal Rule of Law and Constitutional Transformation of Kazakhstan.”

Gulnur Bekmukhanbetova, Chief Legal Officer of Hero’s Journey Fitness, Inc. in New York City, USA, also joined online and shared her views on the development of legal culture under the new Constitution.

In addition, both international and domestic speakers presented reports on topics such as: “Development of Environmental Rights in the Updated Constitutions of Kazakhstan and Uzbekistan (New Generation Concept),” “The New Constitution and the Effectiveness of Legal Protection Mechanisms: Access to Justice,” “Preparation for Electoral Processes in Turkistan City and the Role of Youth,” “Labor Mobility in Kazakhstan: Legal Foundations and Development Prospects,” and “Constitutional Guarantees and Transformation of Property Rights,” among others.

Thus, the conference comprehensively examined the role of the new Constitution adopted via referendum in further developing the rule-of-law state in Kazakhstan, the transformation of public power institutions, and the features of the new institutional model.
