CYBERSECURITY AND INTERNATIONAL LAW: MODERN CHALLENGES DISCUSSED

Today, a seminar titled “The Impact of Cyber Operations Conducted Over the Last 50 Years on the International Security System and Their Analysis within the Framework of International Law” was held at the Faculty of Economics and Management. The seminar was delivered by Dr. Ramazan Guresсi from Kutahya Dumlupinar University and was attended by faculty members and students.

The main purpose of the seminar was to assess how effectively the current legal system regulates cyber threats and to identify potential legal and political response mechanisms in this field.

During the session, the speaker shared his research on key events, starting from the 1982 Siberian natural gas pipeline explosion to the situation in Estonia, the nature of DDoS attacks, the Russia–Georgia War (2008), and the 2016 U.S. elections. He analyzed major cyber operations of the past half-century from the perspectives of international security architecture and international law. In addition, he comprehensively examined the evolution of cyber warfare through examples such as the Stuxnet attack and the IT Army of Ukraine. He also reflected on how these developments influence fundamental principles of international law, including the use of force, self-defense, sovereignty, and state responsibility.

At the end of the seminar, students and faculty members asked questions and exchanged views.

It is worth noting that Dr. Ramazan Guresсi visited the university for a one-week academic stay under the Erasmus+ program. During this period, he shared his experience and conducted masterclasses for students.
